History

Background

When the JILC was established in 1962, Japan’s economy was at the dawn of its high-growth period, and many companies were searching for suitable sites to set up new factories in various regions and making aggressive investments. At the same time, local governments were conducting policies to promote business investment in regional development and strengthen industrial park development in response to companies’ strong investment intentions.
In this climate, the government enacted the New Industrial Cities Construction Promotion Law and the Law on the Promotion of the Development of Special Regions of Industrial Development. It also set about realizing the Comprehensive National Development Plan.
In response to industrial development and the needs of local communities, the JILC was established with the endorsement and support of the Ministry of Economy, Trade and Industry (METI), private sector businesses, and local governments.
